Police in Guiyang city stopped a 6-seat van to find that it carried 51 passengers. Video footage showed the passengers coming out of the van one-by-one. The driver confessed to the police that the van was carrying workers headed to a construction site and the seats were removed to save money. Driver faces a severe punishment.
